(This is to prevent any possible confusion about the area. Take this a rough guideline, not with finality. There is much more to this place as this is a roleplaying site and things can change.)

The Neutral Land is a medium sized, 'unclaimed' territory by werewolf standards. There is no pack that owns this territory and there are very few permanent residents despite the fact that there are absolutely no humans in this area. In fact, very few humans even bother to venture out this way unless on a hiking trip. The Neutral Land is instead a territory that is claimed and held by a single man on legal standards. This is Angus Cobert.
The territory itself however, is known as a haven for rogues. It was set up through the investment of businesses, all owned by rogues who were interested in the same idea- actually settling down rather than running for the rest of their lives while still retaining their freedom should they wish to take it. No pack to govern them, and no one to answer to. The Neutral Lands satisfy this need by being governed loosely by these said business owners and Angus- don't step on their toes, don't fuck with the peace, and you can do whatever the hell you want to do. That's pretty much the motto.
All the buildings are owned by one or more of them pretty much, or permanent residents. For the most part, people come and go as they please. It's gained the reputation as being an area for a rogue to raise their child until they're old enough to travel with them safely, as well as a reputation as a training ground. No one cares though, as long as no one is killing each other in the middle of the streets- without a good reason of course. You will see killing in the street if there's a good reason. If you haven't done anything to anyone else, there's no reason to get hurt though.
For the Western town at least...
The northern town is run by corrupt rogue leaders and closer to the highway. This area is separated from the majority of the Neutral Land and is actually on the edge of Unclaimed Territory, or a 'War Zone.' Although some businesses and land there is owned and apart of this area, making it part of the Lands, it is often over looked. This area is often corrupt and is were the 'Rogue Underground' is often found congregating at. Ruled by powerful rogues, often doing illegal activities to gain influence, it is a city of sin.

There are two towns in the Neutral Territory. The Northern and the Western. They're both separated by a mountain and a fair amount of land. The Northern town is close to the high way, and often has it's human citizens. On the edge of the territory, this is far from the one under the control of the business owners. It has what you'd normally find in a city, buildings, slums, restaurants, and it's surrounded by open land. None of it is currently used for farming because it is too rocky for it. On the outskirts of the Northern City is actually where you will find the Silver and Iron Club. A night club that houses shifters, fae, demons, and humans all under a single roof.
The West is surrounded by dense forest with a very small, slummy town suddenly popping out of the middle of no where. The closer to the center of the town, things get nicer as you get to the businesses and the Outsider Head Quarters. The roads leading into town are worn, cracked, and largely abandoned due to lack of use. Most people don't use cars around there unless they were planning to go a long distance for a long time. Which, most simply migrate to the Northern City before even attempting that. The Western Town is rather calm, quiet, and is in the middle of nowhere. You'll often find the area blanketed in snow.
The mountain itself has a sister that sits to the Northwest of itself but it is not included in the territory. Most of the base of it is private property, even in the Neutral lands considering that it is Angus' home. It's usually respected unless hard times hit and people need game or unless someone needs to talk to him. People have been known to disappear in those vast woods otherwise. Most claim that Angus eats them, but that's rumor. It's simply a dangerous area with a lot of wild animals. Angus warns them away, and recommends that if someone must talk to them, they follow the road until they come to the dirt trail leading up to his house. That's the only sure fire way to ensure that you don't get lost, hurt, or killed- even as a shifter.
